However, the upgrade requires users to be subscribed to AT&T's "Unlimited" plans and does not guarantee improved performance under all conditions. Despite the additional cost, users may still experience throttling when exceeding their data allotment, especially during network congestion. This has raised concerns about the actual value of the Turbo service.
